From an HD-P2 you should be able to get BWAV files, which you can import (with timecode) straight into Avid. No need for any deck control. Then sync using the jam-synced TC and AutoSync. It should also still be possible to have the Tascam chase the Beta while capturing, though, but I would not recommend that method.
